摘要： 出生缺陷监测是公共卫生监测的重要组成部分，其在公共卫生事件应对、出生缺陷病因研究、相关卫生政策制订、医疗卫生资源分配及卫生干预措施效果评价等诸多方面具有重要作用，而监测系统是获取出生缺陷监测资料的基础。现就出生缺陷监测系统在现场建立和运转过程中一些重要问题进行探讨。

Abstract: Birth defects surveillance is an important part of the public health surveillance. It plays an important role in public health area，such as response to public health events， study on etiology of birth defects， development of relevant health policy， health resources allocation， and evaluation on the effect of public health intervention. The surveillance system is the foundation of data collection. In the present paper，we discussed some important issues related to the establishment and running of birth defects surveillance system.
