Study on Equalization Measurement of Basic Public Services for Migrant Children Aged Between 0-3 Years in Shanghai

Abstract: Based on the high levels of economic and social development, the public services in Shanghai for migrant children aged between 0-3 years were at the top of China. However, with increasing the floating population,this service system was not suitable for the social situation, which affected the public services for migrant children aged between 0-3 years. There existed some problems in the fields of service accessibility and systematic integrity of health, education and family planning. We suggested that migrant workers and their children be involved in the public management system and development planning with the suitable policy support. The government should improve the management of public services for migrant children aged between 0-3 years,and implement the equalized public service for those children in Shanghai under the long-acting mechanism.
